Assistant Executive Officer at California JPIA

I oversee all programs and services for the Authority's members throughout State of California. I am the lead manager for delivering better integrated programs across several service areas. The innovative business model seeks to bring the California JPIA’s diverse resources into strategic partnership with each of the Authority’s members. The initiative relies on a relationship-based structure to bring about change in the member’s beliefs and attitudes regarding the intersection of governance and risk management. Key strategies include developing trust and confidence, gaining access and insight into an organization's threats and opportunities, and identifying solutions that improve the agency's governance of complex operational and political challenges. I direct the California JPIA’s strategic planning process. The process initially included developing core values, creating mission and vision statements, identifying goals and objectives, and also involves leading the organization through ongoing analysis of future opportunities and threats, and creating a business plan. Other aspects of my work have included developing branding and imaging, writing of a monthly strategic-planning newsletter that featured project news and inspiring stories, facilitating small group dynamics and team building, educating staff on strategic thinking, and integrating strategic initiatives into the budget process.

I was responsible for the city receiving its first-ever Excellence in Budgeting award for a Capital Improvement Program budget. This award is given annually by the California Society of Municipal Financial Officers in order to recognize public budgets that meet certain criteria across diverse rating categories, including readability, multi-year revenue and expenditure estimates, project justifications, graphics, and use of technology. I took advantage of my responsibilities as Administrative Officer in order to become a change agent in a command and control department, and brought about a decentralized accountability for managing the City of Burbank’s $27M police budget. This was done by pushing real-time expenditure information to those most knowledgeable about the department’s 16 cost centers, and redefining roles in expending authorized funding. What resulted was enhanced efficiency and operational effectiveness, driven by the goal to align the department’s operational objectives with its budget.

Served as adjunct professor in the Graduate Center for Public Policy & Administration at Long Beach State University, teaching public budgeting to graduate students.
